About the Study
The purpose of this study is to develop a vision and create an implementation plan for a regional bicycle and pedestrian network. The network will:
- meet bicycle and pedestrian Levels of Traffic Stress 1 (meaning welcoming to users of all ages and abilities)
- serve utility/transportation AND recreational cyclists and pedestrians by connecting people to destinations
- build on previous efforts such as the Capitol Region Complete Streets Plan and East Coast Greenway Gap Closure Study
- serve CRCOG communities by connecting to local bicycle and pedestrian infrastructure.
CRCOG expects that the network will emphasize facilities that are physically separated from vehicular traffic or off-road, but that there may be segments where Level of Traffic Stress 1 can be met with on-road facilities.
Existing Conditions
Through data gathering and small group discussions with the CRCOG municipalities, existing and planned bicycle and pedestrian infrastructure were identified and mapped. An interactive mapping tool showing the region’s current pathways is available below.

Preliminary Network
The Preliminary Priority Pathways Network builds upon:
- existing bicycle and pedestrian network;
- previously planned and proposed networks;
- the Project’s recommended links, developed as a result of our existing conditions analysis which included indicators such as:
- population and employment density
- zero-car households
- socio-demographic analysis
- local and regional destinations
- active transportation and short trip activity
- crash data;
- conversations with community members and stakeholders; and
- community and stakeholder feedback on the draft network map and preliminary network map.
The network includes three layers of priorities: Regional Pathways, Community Connections, and Local Circulators. After finalizing the network, the next step of this project will be to create an implementation plan for the identified Regional Pathways.
Advisory Committee
An Advisory Committee has been established for purposes of this project, consisting of city/town staff and organizations directly involved in the decision making and implementation process. From a city/town perspective, the Committee is represented by Administrators, Engineers, Planners, and School Superintendents. In addition, CTDOT, CTDEEP, and a diverse group of agencies and advocates including AARP Connecticut, Achilles International Connecticut, Bike Walk CT, Bike Walk Wethersfield, CT Health District, Eight Six Go, Transport Hartford, and local residents are represented.
